MSDF Strategy 2025–2030: A Roadmap for Building a More Cohesive, Inclusive, and Sustainable Society
In a qualitative step reflecting a strategic shift in Qatar’s social development trajectory, the Ministry of Social Development and Family (MSDF) launched its national strategy for the period 2025–2030 under the theme “From Welfare to Empowerment.” This strategy provides a comprehensive framework for reshaping social policies in line with emerging national realities, future aspirations, and Qatar National Vision 2030.
On this occasion, Mr. Khalid bin Mohammed Al Kuwari, Acting Chief Executive Officer of the Qatar Foundation for Social Work, affirmed that launching the MSDF Strategy 2025–2030 represents a pivotal turning point in Qatar’s social and developmental work. It redefines the priorities of social policies in alignment with changing realities and future aspirations.
He praised the pioneering role of Her Excellency Mrs. Buthaina bint Ali Al Jabr Al Nuaimi, Minister of Social Development and Family, who leads this transformation with a clear strategic vision embodying the state’s commitment to shift from welfare to empowerment and to build a cohesive, inclusive, and productive society.
Al Kuwari highlighted that the strategy focuses on empowering women with the knowledge and skills needed to meet modern demands, ensuring their effective participation in leadership and decision-making. It also aims to strengthen the cohesion of Qatari families and their ability to face challenges, empower youth to establish stable families by supporting sustainable marriage, and provide a safe, economically and socially stable family environment.
He added that the strategy seeks to ensure a comprehensive social protection system that supports all citizens and guarantees a decent and secure standard of living. It promotes productivity and economic independence through entrepreneurship support and professional empowerment programs. The strategy also includes reviewing and updating social protection policies and activating the role of civil society organizations and the private sector in supporting targeted groups.
The strategy pays special attention to empowering persons with disabilities to live independent and productive lives, providing comprehensive and sustainable care for those with behavioral disorders, safeguarding the rights of orphans, continuously supporting their upbringing in safe and nurturing environments, and achieving an active and dignified quality of life for the elderly, reflecting the state’s commitment to comprehensive care and balanced empowerment.
It also emphasizes institutionalizing volunteerism as a societal value and widespread practice, enhancing the role of civil society organizations to become more impactful and effective in achieving social cohesion and contributing to sustainable development. Community initiatives are activated and specialized programs delivered to target groups, strengthening family capabilities, supporting women’s empowerment, and consolidating integrated social protection practices.
Al Kuwari concluded by affirming the Qatar Foundation for Social Work’s commitment to its pivotal role in coordinating efforts and integrating roles among its affiliated centers, moving forward to develop professional and innovative social work models aligned with the strategy’s contents, enhancing its positive impact on individuals, families, and society in Qatar.
In this context, Mr. Ghanem Salah Al Ali, Executive Director of the Social Development Center (Nama), stated that the launch of the national social development strategy 2025–2030 represents a qualitative leap in community empowerment. He pointed out that the center aligns with the strategy’s pillars aimed at enhancing social cohesion and empowering individuals at various life stages.
Al Ali explained that the center operates with an integrated vision focused on developing specialized programs targeting youth empowerment, supporting productive families, and caring for priority groups. It also works to instill community values and promote a culture of volunteerism through the “TAM” Volunteer Network, a national platform for community initiatives.
He noted that Nama’s social incubator is an advanced model supporting home-based and social enterprises through its business development program, which provides a stimulating environment for social and economic entrepreneurship via training, capacity building, institutional support, and market linkage in line with Qatar National Vision 2030.
Ms. Maryam Saif Al Sowaidi, Executive Director of Shafallah Center for Persons with Disabilities, clarified that the center is a strategic partner in social development, prioritizing the empowerment of persons with disabilities and strengthening family cohesion through innovative, integrated programs aimed at improving quality of life and supporting full inclusion.
She confirmed that the center develops specialized solutions and services aligned with individual needs, providing a supportive environment that enhances independence and active participation, while consolidating a culture of community partnership as a foundation for sustainable institutional work.
Al Sowaidi added that Shafallah activates social empowerment pillars through distinctive initiatives including rehabilitation services, personal development, and community awareness events that strengthen family bonds and raise awareness of disability issues. She emphasized the center’s commitment to delivering measurable impact in line with Qatar’s vision of an inclusive and just society, contributing to sustainable development for individuals and families alike.
Mr. Jabor bin Rashid Al Nuaimi, Executive Director of the Family Consulting Center (Wifaq), highlighted the center’s complementary role with the MSDF Strategy 2025–2030. Specializing in enhancing family stability and cohesion, Wifaq provides a comprehensive range of services including family and psychological counseling, premarital education, marital guidance, and support for newlyweds in their early years, recognizing this phase’s importance in building stable, healthy families.
He also pointed out that the center offers specialized services for children affected by parental separation and support for separated families within a professional, confidential environment that addresses their psychological and social needs.
Regarding the strategy’s pillar of “a cohesive and responsible society,” Al Nuaimi affirmed Wifaq’s awareness role in promoting family dialogue and shared values of respect, understanding, and mutual responsibility, contributing to social stability. He stressed the center’s ongoing development of its programs and services through national expertise and community partnerships, working integrally with state entities to achieve a positive impact on families and society.
Sheikha Najla bint Ahmed Al Thani, Executive Director of Dreama Orphan Care Center, stated that the center continues to provide comprehensive care and sustainable empowerment for orphans without family support in safe, alternative family environments that enhance psychological and social stability and foster holistic development.
She affirmed Dreama’s alignment with Qatar National Vision 2030 and the Third National Development Strategy through integrated programs focusing on care, empowerment, social inclusion, partnerships, and innovation, preparing youth for independent, dignified, and socially active lives.
Mr. Fadl bin Mohammed Al Kaabi, Acting Executive Director of AMAN Protection and Social Rehabilitation Center, described the national strategy as a comprehensive roadmap to support and strengthen Qatari families. He noted AMAN’s alignment with this approach through specialized programs targeting women, children, and those affected by family disintegration.
He added that the center empowers women with contemporary knowledge and skills and highlights their contributions through events encouraging active social participation.
Al Kaabi also emphasized AMAN’s provision of a safe and supportive environment for children’s physical, psychological, and social development, especially through awareness initiatives targeting school students. These efforts reflect AMAN’s alignment with the national strategy and contribute to building a comprehensive, sustainable social protection system. He concluded by reaffirming AMAN’s commitment to a more aware and secure society, guided by the motto: “Protection is our mission, and safety is our goal.”
Ms. Manal Ahmed Al Mannai, Executive Director of Ehsan Center for Empowerment and Care of Older Persons, stated that the 2025–2030 strategy marks a new chapter with the transformative slogan “From Welfare to Empowerment,” representing a developmental vision enhancing family cohesion and contributing to building a strong, united society.
She added that Ehsan is developing a holistic model to improve the quality of life of older persons through programs in community awareness, social support, digital empowerment, and active participation in public life, supported by strong partnerships and enabling environments that respect their needs and invest in their abilities.
Mr. Mishaal bin Abdullah Al Nuaimi, Executive Director of Al Noor Center for the Blind, affirmed that the center’s efforts align with the national social development strategy by providing specialized services that empower people with visual disabilities and enhance their active societal participation.
He explained that the center offers educational and rehabilitative programs focusing on life skills, professional development, and technology to enable blind and visually impaired individuals to achieve self-reliance and integrate into the labor market and society.
Al Nuaimi highlighted the center’s commitment to promoting social acceptance through awareness campaigns and partnerships with governmental and private sectors, in addition to providing psychological and social support for families of the blind to strengthen family stability.
He concluded by affirming the center’s dedication to developing its services in line with national and international standards, pursuing a comprehensive vision that ensures equal opportunities and quality of life for all community members.
Mr. Rashid bin Mohammed Al Humaidah Al Nuaimi, Executive Director of Behavioral Healthcare Center, confirmed the center’s alignment with Qatar’s strategic social development goals through its specialization in promoting mental and behavioral health. The center provides preventive and rehabilitative services tailored to diverse groups, contributing to a safe and healthy societal environment.
He stated that the center supports families through psychological and behavioral counseling and therapeutic programs, especially for children and adolescents, helping build resilience and stability.
He also highlighted the center’s role in empowering vulnerable groups through psychological assessments, individualized intervention plans, and community support programs that foster inclusion and empowerment. Al Nuaimi emphasized the importance of specialized professional teams with technical expertise and deep knowledge in social and psychological work.
He concluded by reaffirming the center’s continuous commitment to service development and expanding partnerships, based on the firm belief that investing in people is the foundation of sustainable development.
The launch of the MSDF Strategy 2025–2030 embodies Qatar’s steadfast commitment to building a cohesive, just, and secure society where individuals are both drivers and beneficiaries of development.
